메모리 정책 조정 - 파일캐시 최대치 조정

작업 중 ‘modification to restricted tunable maxclient%, confirmation required yes/no’ 문구가 나오면 yes 입력하여 변경

전체 실메모리 중 FileCache는 최대 15%까지만 사용 가능하게 함
